Select View All in shipping methods- you need to have more than 20 methods
Move a method
Page reverts back to show 20

Are you sure? I tested on 9.0.7.

You have to first select 'Show All'
Then use any one of the sort arrows for up/down.
The number of items to show reverts back to 20.

Got it, I thought it was just the ability to move up and down. It does default back to 20.
